This program will cover export controls and national security concerns applicable to research at those universities that may not have a skilled or export control officer or export control compliance office. The session will address export control issues and their applicability in the everyday life of the pre-award research administrator (proposal review, award negotiations), department administrator (field research trips, foreign travel, shipments), and faculty members (conferences, meetings, sharing of data/etc). The session will also include a discussion of other national security issues (e.g., security plans, access to classified information) that may arise in contract negotiations. The Obama Administration’s new export control reform initiatives and their affect on universities will be discussed. This session will not review the licensing process, as its focus will be to provide an overview of how export control and national security regulations apply to academic institutions.
